Die Nodale Punt

’n Effektiewe navraag kanaal vir uitstaande aansoeke aan die Sentrale Vuurwapenregister vir lede van geakkrediteerde lidverenigings.

Konsep:

Daar is ’n behoefte by geakkrediteerde lidverenigings geïdentifiseer om die SVR te nader waar aansoeke vir lisensies van lede vir ’n geruime tyd uitstaande is of tot stilstand gekom het in die normale proses van afhandeling of waar omstandighede buite die normale is om dit te finaliseer. Die Nodale Punt konsep is deur die Jagters - / SAPS Konsultasie Forum (JSKF) ontwikkel om hiermee te handel, maar het nie suksesvol gewerk soos dit aanvanklik beplan is nie. Die nuwe Bestuurspan van die SVR het saam met lede van die JSKF besluit om die Nodale Punt her in te stel en te verseker dat dit effektief geïmplementeer word. Die idee is om ’n effektiewe en werkbare kommunikasie kanaal tussen die lede van geakkrediteerde verenigings en die SVR daar te stel, ten einde die potensiële vertragings van individue se navrae te verminder en te verseker dat behoorlike terugvoering op uitstaande aansoeke of redes verstrek word hoekom aansoeke nie slaag nie.

Om effektief te wees moet die prosedure stroombelyn en dinamies wees om te slaag. Verenigings moet in staat gestel word om so gou doenlik aan hulle lede te rapporteer met die korrekte inligting as wat tans die geval is wanneer die SVR Oproepsentrum geskakel word. Lede moet hulle ook dan daarvan weerhou om die oproepsentrum te belas met navrae as hulle reeds hul vereniging versoek het om hul saak met die Nodale Punt namens hulle op te neem.

Prosedure:

  1. Lede van geakkrediteerde lidverenigings sal geregtig wees om hul vereniging te nader om hul uitstaande aansoeke (6 maande en langer) namens hulle met die Nodale Punt op te neem. Lede sal dan onderneem om nie dan die SVR lastig te val met navrae nie.
  2. Elke geakkrediteerde vereniging moet hulle Nodale Punt navrae van tyd tot tyd aan die SVR tabuleer in bondels op ’n Excel Sigblad vir elke streek met spesifieke kolomme en opskrifte soos per die aangehegte formaat.
  3. Hierdie vraelyste moet aan die spesifieke Afdelingshoof van die Streek ge-epos word waar dit van toepassing is ooreenkomstig die SVR se Streek struktuur.
  4. Die naam van elke Sigblad moet die volgende inligting bevat:  Nodale Punt (NP), Vereniging se naam, Streek, Datum (bv. NP – CHASA – Gauteng Suid – 20 April 2012).  (Sien voorbeeld van formaat aangeheg).
  5. Die Sekretaris van Polisie sal ook ‘n afskrif van die e-pos ontvang vir kontrole doeleindes by die volgende adres: Irish-QhobosheaneJ@saps.org.za
  6. Die Hoof van die SVR moet afskrifte van die vraelyste ter insae ontvang deur dit aan Brigadier M. Mangwani: mangwanim@saps.gov.za te epos.
  7. Die SVR sal poog om die applikant se navrae op te los en sal die geakkrediteerde vereniging se administratiewe beampte inlig oor die resultaat van die navraag.  Indien daar nie ’n onmiddellike oplossing vir die probleem is nie, of indien die applikant nie deur die SVR opgespoor kan word nie, sal die SVR onmiddellik die vereniging hiervan in kennis stel met die kontakbesonderhede van die amptenaar by die SVR wie die applikant moet kontak. Dit is uiters belangrik dat die vereniging op hoogte gehou word sodat hulle lede verseker kan wees dat die NP effektief funksioneer.
  8. Verenigings sal ’n rekord hou van NP navrae sodat die effektiwiteit van die verskillende streke gemeet kan word. Hierdie tellings sal op ’n gereelde basis deel vorm van die Jagters- / SAPS Konsultasie Forum se sakelys en sal ook beskikbaar gestel word aan die Hoof van die SVR en die Sekretaris van die Polisie op ’n gereelde basis.

An effective channel of enquiry for distressed applications to the CFR for members of Accredited Hunting Associations.

Concept

There is a need for accredited associations to approach the CFR where their members have pending applications which have become distressed and appear to be deadlocked at some stage in the normal process, or where circumstances regarding the application process seem out of the ordinary. The “Nodal Point” concept was developed at the Hunters/SAPS Consultative Forum (HSCF) to deal with this, but has previously also become defunct. The new management of the CFR has together with the members of the HSCF undertaken to re-establish the Nodal Point and to ensure its effective implementation. The idea is to create an efficient & effective communication channel between the members of accredited associations and the CFR in a manner which minimizes the potential disruptive outcome of individuals trying to communicate en mass themselves, whilst ensuring they have meaningful feedback on their applications so as to rectify outstanding issues or causes for the distress of the said application.

To be effective the procedure must be streamlined, routine & dynamic. Associations must be able to report back to the member quickly, and with pertinent information which is more meaningful than what the CFR Call Centre has historically delivered. The members in turn must refrain from independently continuing to approach the call centre once they have asked their association to raise an issue to the Nodal Point.

Procedure

  1. Members of Accredited Associations shall be entitled to approach their association to place their distressed application on the Nodal Point (NP) provided a period of longer than six months has passed since application was first made. Members will be instructed to refrain from contacting the CFR thereafter.
  2. Each accredited association must deliver NP queries to the CFR in tabular form batches on an Excel spreadsheet for each Region under the specific headings as per the main template from time to time.
  3. These spreadsheets must be emailed to the specific Section Commander of the region to which it applies as per the CFR Regional Structure.
  4. The name of each spreadsheet must follow the following principal; Nodal Point (NP), Association Name, Region, Date. (Vis: NP-CHASA-Gauteng South-20 April 2012)
  5. The Secretary of Police must be copied on the email for purposes of oversight using the address: Irish-QhobosheaneJ@saps.org.za
  6. The Head of the CFR must be copied for her information using the email address: Brigadier M. Mangwani: mangwanim@saps.gov.za 
  7. The CFR will attempt to resolve the issue with the respective applicant and will inform the respective accredited association’s administrative officer of the outcome. Should there be no immediate possible solution or should the applicant not be traceable by the CFR, then the CFR shall immediately inform the association thereof together with the contact particulars of the official at the CFR who must be contacted by the applicant. It is imperative that the association be kept informed throughout so that they can reassure members that the NP is effective.
  8. Associations shall keep a record of NP actions in a log format for purposes of scoring the effectiveness of the respective regions. These scores shall be a regular agenda topic at HSCF meetings and will be made available to the Head of the CFR & The Secretary of Police on a regular basis.
