INTERNE OMSENDBRIEF / INTERNAL CIRCULAR NO. 12/2010

AAN:  LIDVERENIGINGS  

PROSES OM AANSOEK TE DOEN VIR NUWE BEVOEGDHEIDSERTIFIKATE WANNEER HUIDIGE BEVOEGDHEIDSERTIFIKATE VERVAL.

Ons het nou die stadium bereik waar persone in besit van bevoegdheidsertifikate, wie se sertifikate reeds verval het of wat binnekort gaan verval, heraansoek sal moet doen vir nuwe bevoegdheidsertifikate.

Die nasionale Jagters/SAPS Skakelforum, onder die Voorsitterskap van Dr. Gary Bauer is uiters teleurgestel met die wyse waarop Brig. Bothma menige versoeke aan sy kantoor hanteer het om uitsluitsel te kry oor die prosedures wat gevolg moet word wanneer aansoek vir bogenoemde gedoen moet word.


Die jagtersforum het geen ander opsie gehad as om 'n dokument, wat tydens die jongste Jagters/SAPS Skakelforum vergadering gehou op 22 Julie 2010 (waar Brig. Botma afwesig was)
te verwerp nie en te versoek dat alle bestaande bevoegdheidsertifikate geldig sal bly totdat toepaslike wysigings aan die Wet geïmplementeer is.  'n Dringende brief in hierdie verband is aan die Sekretaris van Polisie, Mev. Jenny Irish-Quobosheane na afloop van die vergadering gerig.

Tot tyd en wyl meer duidelikheid in bogenoemde verband ontvang is, moet lede wie se bevoegdheidsertifikate verval het, of binnekort gaan verval, navraag doen oor die proses en aansoek doen by hul naaste DFO kantoor vir 'n nuwe bevoegdheidsertifikaat.

Ons doen egter 'n dringende beroep op elke vuurwapeneienaar wie se bevoegdheidsertifikaat verval het of binnekort gaan verval:

1. Om navraag te doen by hy/sy plaaslike DFO kantoor oor die hernuwing van hul bestaande bevoegdheidsertifikaat;

2. Om behoorlik rekord te hou van wat aan hulle gesê en vertel is;

3. Om behoorlik rekord te hou van wat gedoen moet word volgens die instruksies wat deur die DFO gegee

is, asook watter vorms en dokumente benodig word.

4. Om afskrifte te maak van die volledige aansoek wat ingedien is.Gebruik gesertifiseerde dokumente en bewaar die oorspronklikes.

Sodra verdere inligting ontvang word, sal lidverenigings dienooreenkomstig ingelig word.  Wees verseker dat die aangeleentheid hoë prioriteit geniet.

PROCESS FOR APPLICATION OF NEW COMPETENCY CERTIFICATES WHEN EXISTING COMPETENCY CERTIFICATE IS ABOUT TO LAPSE.

We have now reached a stage where current bearers of competency certificates, whose certificates have or are shortly about to lapse, have to re-apply for new competency certificates.

The national Hunters/SAPS Liaison Forum, under the Chairmanship of Dr. Gary Bauer is extremely disappointed with the manner in which Brig. Bothma has dealt with numerous requests to his office requesting clarity on the process to be followed when applying for the above.

The Hunters Forum had no other option but to reject a document that was tabled at the last Hunters/SAPS Consultative Forum meeting held on 22 July 2010 (where Brig. Bothma was not present), and requested that all existing competency certificates should remain valid until appropriate amendments to the Act have been implemented.  An urgent letter in this regard was directed to the Secretary of Police Mrs. Jenny Irish-Quobosheane after the meeting.


Until such time as clarity on the above regard has been received, members whose competency certificates have expired, or are about to expire, must enquire about the process, and apply at their DFO’s for a new competency certificate.  

We however urge each firearm owner whose competency certificate has or shortly will expire:

1. To enquire at his/her local DFO regarding the renewal of their existing competency certificates;

2. To keep a very good record of what has been said and told to them; and

3. To keep a very good record of what they have to do according to instructions from their DFO, as well as

what forms and documents were required.

4. To make copies of the complete application submitted. Use certified copies and keep your originals.

As soon as further information has been forthcoming, member associations will be informed accordingly.  Rest assured that the matter is regarded as a high priority.
